This page describes the sources of data used and calculations performed on this website. If you have any questions, please contact us.

This website draws its data from four sources:

  1. Department of General Services (DGS)
    Executive Order B-18-12 established the baseline years, reduction goals and reporting requirements for state facility reporting. Prior to 2013 water and energy data was reported to DGS annually. Each reporting department originally provided their energy baseline numbers. These numbers were calculated using billing records and working with utilities to provide the usages. As of 2013 all reporting is conducted through US EPA's Energy Star Portfolio Manager (Energy Star).

  2. Energy Star Portfolio Manager
    Monthly facility water and energy numbers as well as the water baseline data is reported using Energy Star. Data is gathered through direct upload from the utility or through direct data entry from each reporting department. Each reporting department maintains their own data. Progress toward goals is identified using the baseline year and recent calendar year (please see exact calculation below). Onsite renewable energy and total floor space are also reported using Energy Star. These numbers only apply to owned state facilities and may also include sold/vacant/demolished buildings as these properties are needed for historical data displayed on graphs.

  3. The Climate Registry
    Greenhouse gas (GHG) reporting includes emissions from building energy use (leased and owned buildings) and vehicle fuels consumed by fleet vehicles. Executive Order B-18-12 established the baseline year. GHG emissions are calculated by each department and submitted annually to the Climate Registry using the Climate Registry Information System (CRIS). Reported GHG data is only at the department level and is found on the department pages.

  4. The U.S. General Services Administration's Smart Location Calculator
    The Smart Location Scores on each facility page shows the efficiency of the facility location as calculated using the Smart Location Calculator. For information about how to access the SLC data and the methodology behind the tool, please email slc@gsa.gov.

Please note: Departments are continuously updating their portfolios as new data becomes available. The data on this website is subject to change at any time. Blank or missing data on this website will be updated as data becomes available.


i Onsite renewable energy use is included as part of the total energy use in the "siteTotal-MetricValues" column on download files but does not count against the departments energy use. It will need to be subtracted when doing calculations from the download files.

USE PER YEAR - progress through 2022 (percent change from baseline year)

The "Progress" panel shows the change from the baseline year to the last full calendar year. This change is expressed in terms of a percentage.
